Transportation / Electric Vehicles

EWC’s activities in this area aim to create local/regional sustainable, integrated transportation systems that consider all modes of travel – automobiles (private and publicly-owned), transit, cycling, walking – and related infrastructures that also support the policies and objectives arising out of municipal planning, including the transition of municipal fleets to zero emission vehicles.

EVs and Charging Stations

Since 2020, EWC has been focused on the delivery of Natural Resources Canada’s Zero Emission Vehicle Infrastructure Program (ZEVIP) in Manitoba and Saskatchewan. Thanks to this program, EWC helped to install 31 level 2 chargers in several municipalities across southern Manitoba, and a second initiative is now under way for the installation of an additional 100 level 2 chargers in both Manitoba and Saskatchewan. EWC has also launched its Zero Emission Vehicle Awareness Initiative (ZEVAI) in both provinces to create municipal and public awareness concerning the advantages of transitioning to zero emission vehicles (including electric, hybrid and hydrogen) by developing and implementing the needed infrastructure (i.e. network of charging stations across Manitoba and Saskatchewan) to support this transition.

Inter-Regional Transit Initiatives

Increasingly, people are commuting from outlying communities to jobs, schools, and for other trip purposes in nearby urban and suburban areas. The need for regional public transportation is likely to grow and, to truly serve the future transportation market, regional transportation services will need to become less stratified and more regional, with seamless connections for passengers traveling between one provider and the next. Benefits of coordinated, seamless transit services include improved accessibility to medical services, jobs and other activities, as well as relief for congested roadways. Coordinating public transportation across traditional agency or jurisdictional boundaries, in many instances, will require new paradigms of service delivery. 

EWC has begun bringing together various stakeholders – municipalities, local/regional economic development agencies, etc. – to conduct feasibility studies to determine how best to approach the question of inter-regional transit in rural settings to provide better access to as many transportation options as possible.

Municipal Fleet Studies/Conversion

Municipal fleet conversion is a practical and cost-effective strategy for municipalities aiming to address climate challenge, meet provincial and national climate goals, and to act as environmental leaders in their broader communities. Electric vehicles (including hybrids and hydrogen fueled ones) are increasingly being produced by a variety of manufacturers, and include options for sedans, SUVs, pickup trucks, crossovers, sports cars, and compact vehicles. This means that no matter the needs of a municipality, electric vehicles can be cost-effective, high-performing solutions. EWC can help municipalities to undertake feasibility studies to see how they can best achieve this conversion while reducing their long-term operational and maintenance costs, GHG emissions while improving the environment and quality of life for their residents.

Electric Vehicle Charger Program (EVCP)
