Who is Eligible

Any municipality, legally incorporated or registered for-profit or non-profit organization based in Saskatchewan can apply to install new EV charging stations.

The program will fund up to 50% of the total eligible project costs for the installation of new Level 2 chargers. Incentive amounts are capped at a certain amount per charger type.

Eligible expenses must be directly related to the installation of new EV charging stations. Costs must be clearly invoiced, dated, and itemized for each applicable eligible expense. To be eligible for a rebate, organizations must include the costs in their application at the pre-approval stage and provide a final invoice and proof of payment for each eligible expense at the completion stage. 

Eligible expenses: 

  1. Capital expenses for the purchase of the EV charging station equipment and any other required infrastructure such as informatics, sub-panels and transformers downstream of the electrical service, as applicable. 
  2. Salary and benefits.
  3. Professional services (e.g., scientific; technical; management; contracting; engineering; design; construction; installations, testing; training; marketing; data collections; logistics; maintenance; printing; distributions; audit and evaluation).
  4. Expenses for obtaining the required electrical permit and any other required building or development permits.
  5. Expenses for completing the required electrical inspections and other inspections as required.

Ineligible Expenses:

  1. Land costs. 
  2. Legal costs.
  3. In-kind contributions.
  4. Costs relating to ongoing operations and maintenance (electricity consumption, electrical demand charges, networking fees, subscription fees, etc.).
  5. Costs relating to concrete work.
  6. Costs incurred prior to receiving written approval via a signed funding agreement.
  7. Electrical service upgrades or any upgrades upstream from the electrical service. 
  8. Extended equipment warranties at an additional cost.  
  9. Any other costs incurred outside the eligible expenditures. 

Applicants must provide proof of land ownership in Saskatchewan to qualify for funding. The sub-project must be a permanent installation of new and purchased equipment. (Mounted or fixed & not leased.)

EV chargers should be certified for use within Canada (for example, CSA, ULC, UL, Interlink). Level 2 chargers must have a SAE J1772 standard plug head or be a proprietary connector type. Chargers must have the ability to communicate to other stations and/or to a server or the cloud through cellular/wireless signal or connected vehicle communications using software to report on usage and/or other capabilities such as providing real-time status of charging stations.

Eco-West Canada will review applicant proposals for technical requirements, development risk, applicant qualification and experience, and anticipated community benefits for the proposed EV station.

The total funding from government sources should not exceed 75% of the total project costs. Project costs not funded by this program may come from internal and private sources such as: loans, grants, or donations. Exempt applicants include provincial, territorial, regional, or municipal governments or their departments or agencies, in which case the total funding from government sources do not have any restrictions. 

Applicants may submit their interest for the funding of between 1-10 Level 2 EV charging stations. 

Only EV charging stations with a load more than 50 KW must engage with utility providers to determine current capacity and peak demand of your facility. Such a load is beyond the scope of our Level 2 charging program. Eco-West Canada recommends consulting with an experienced EV charger installer for further clarifications. 

Yes, new construction or renovations projects are recommended to take advantage of this program, as EV charger infrastructure costs can often be better integrated into such projects.
